Introduction to Covert Surveillance

Counter Fraud

Aim

To equip counter fraud investigators with the skills and knowledge to progress intelligence led fraud investigations through the application of covert surveillance techniques.

Learning outcomes

On completion of the course students should be able to:

  • Demonstrate a working knowledge of RIPA, the Surveillance Code of Practice and relevant case law
  • State the terms used in voice procedure for both Mobile and Foot surveillance
  • Understand the requirement for radio discipline
  • State the three key stages of the systematic approach to planning a surveillance operation
  • Describe the factors that can limit the success of a surveillance operation
  • Explain the differences between directed and intrusive surveillance under the Regulation of Investigatory Powers Act 2000
  • Understand the role of the foot surveillance operative
  • Describe and demonstrate the surveillance tactics and techniques used by the foot surveillance operative
  • Demonstrate the correct use of the radio equipment
  • Understand the importance of reconnaissance to the success of a surveillance exercise
  • State the factors to consider in reconnaissance of a pick-up point and a terminal point
  • State the information to be included in a briefing and a debrief
  • Describe the guidelines for the use of surveillance logs
  • Describe and demonstrate the surveillance tactics and techniques used by a mobile operative
  • Demonstrate an understanding of surveillance photography equipment and its uses

Who should attend

  • All counter fraud investigators whose duties include or are likely to include the use of covert surveillance techniques

Course delivery

The delivery includes practical foot and mobile surveillance exercises.  The course is highly interactive being practical skills and knowledge based.  The classroom presentations are made up of interactive practical exercises supported by audio and visual material; case studies; trainer led discussion; syndicate and pair working; quiz activities and power points.  The training is fully evaluated with results fed back to the organisation.

Assessment and trainers

Students have the opportunity to assess their learning through the completion of a multiple choice question test and, on successful completion, receive a certificate to evidence their Continuing Professional Development.   Students are also assessed on their practical performance.  The course is delivered by experienced and qualified Counter Fraud trainers who are subject matter experts in their field.

Duration and student numbers

Each course is tailored to meet the specific needs of the customer.  Depending on the depth of content and the amount of practical application, one to five days with a minimum of six and a maximum of twelve.
